Can you apply clear polyurethane over a painted wood surface? or does it have to be new wood?

Yes you can, but make sure the paint and polyurethane are compatible. I have had this happen where the two layers actually had a chemical reaction and they melted off of the surface I was painting, plus they can get really hot and possibly start a fire. If you are not sure if they will work together, try putting both the paint and polyurethane on a scrap piece of wood first. Let it sit and see if there is any reaction. This way you won't wreck your project.
